Start by preheating your oven to 350°F (175°C) for even baking.
Combine oat flour and carob powder in a mixing bowl. Whisk together.
Next, stir in pumpkin puree, egg, and water to form a soft dough.
Refrigerate dough for 20 minutes to firm up. This will make it much easier to work with in the later steps.
On a floured surface, use a rolling pin to roll to 1/4 inch thickness.
Use cookie cutters to create fun shapes. I used a paw print but feel free to use whatever shape you have on hand.
Place treats on a baking sheet and bake for 20 minutes.
After baking, let treats completely cool before icing or serving to your pup.
